Biography

Joseph Noonan is an attorney at Rosen Law LLC and is admitted and licensed to practice in the state of New York.

Joseph’s experience and concentrations are in commercial litigation, real estate transactions and closings, real estate development, and real estate tax abatements. Joseph is experienced in preparing pleadings, motions papers, and trial documents for ongoing litigation. Joseph also works with clients in preparation for depositions and trial testimony.

Joseph works directly with real estate developers and resolves complicated issues regarding tax lot apportionments, tax lot mergers, and real estate tax abatements. He specializes in obtaining 421-a Tax Abatements for residential developers as well as obtaining Industrial and Commercial Abatement Program Tax Abatements for commercial developers. Joseph also works with New York City’s Department of Finance (DOF) as well as New York City’s Department of Housing Preservation and Development (HPD) in getting properties back in compliance with their abatements if the abatements were suspended.
